The NUR used to publish a handbook which listed it's members and their places of employment and I used to have a copy. If Mr Bell started work after (the year) 1900 he may be listed in there. Other than that I would suggest the NRM Search Engine.

The north eastern railway association might be another good place to to find such information. It’s worth a try!
